Yeah, without Xbox Live, it's going to be pretty much useless to you. You'd be better of just installing the MAME emulator.

well in my xbox live arcade section i can d/l arcade games & play them when i unplust my cat 5 cabe or turn off my wireless on the xbox so i belive you can still use that disk i have been playing all sorts of xbox live arcade games offline after i d/l them dunno but i love my 360 he he he
